Public policy decisions have never had more data behind them, but policymakers need more than just data.
As Jay Shimshack, associate dean for academic affairs at the University of Virginia’s Frank Batten School of Leadership and Public Policy and a professor of public policy and economics, points out, the most well-intentioned policies don’t always work. Some have even backfired.
Designing effective policy requires evidence, and evidence requires data, context and rigorous analysis. Artificial intelligence is accelerating that work, he said, but it can also be misused in the hands of people who don’t understand the tools and policy institutions. The Batten School’s new Master of Science in Public Policy and Data is designed to close that gap, welcoming its first students in spring 2027.
