Virginia's 65th governor, Gerald L. Baliles, died Tuesday surrounded by his family, according to Gov. Ralph Northam's office. He had battled cancer in recent years. He also served as the director of the University of Virginia Miller Center of Public Affairs from 2006 to 2014.
