Kiplinger released its Best College Values, 2015 ranking on Wednesday, revealing how schools stack up against each other when it comes to the cost of higher education. For public institutions, it was the University of Virginia that ranked second for both in-state and out-of-state with an 86 percent four-year graduation rate – the highest on the list.
