... "I would be surprised" to see a mandatory renewable portfolio standard in the final recommendations, said Terry Rephann, regional economist with the University of Virginia’s Weldon Cooper Center for Public Service.... While the term "cap and trade" often is equated to an "energy tax" by critics, it has been used before in Virginia, said University of Virginia professor Vivian Thomson, an eight-year veteran of Virginia's Air Pollution Control Board and a former EPA staffer."In 2006, the General Assembly commanded that the Department of Environmen...

The obsession with energy and the environment in Michigan is not anywhere near as prevalent in other Senate races, said Larry Sabato, director of the Center for Politics at the University of Virginia. It's prompted by each campaign's attempts to tarnish its rival's image, he said."This is a direct result of the growth of the opposition research industry," he said. "Every campaign does a major investigation on themselves and the opposition. They look through every little thing for items that can be used on the stump."
Kyle Kondik, managing editor of Sabato's Crystal Ball newsletter at the University of Virginia Center for Politics, said many Republicans in state races across the country are drafting off federal issues to gather speed from the national political mood.President Barack Obama is primed for Republicans to assail, energizing their partisans and courting disaffected moderates. Democratic turnout also tends to lag in midterm elections, Kondik said.Kondik's boss, Larry Sabato, said Beauprez's task is not so simple as being in the right place at the right time."Americans like a good ...
The 10th District is Virginia in microcosm. Spanning the urban-oriented enclaves of Fairfax and the apple orchards around Winchester, it leans left on its eastern end and squats solidly Republican in the west. The area in between, around Dulles and the exurbs of Leesburg, bulges with Asian and Hispanic newcomers. “If you want to take the temperature of the country,” says Kyle Kondik of the University of Virginia’s Center for Politics, “this might be a good district to pick.”
... "Male voters either really like Ernst or really dislike Braley, or some combination of the two," said Larry Sabato of the University of Virginia's Center for Politics.Braley's 13-point edge with women is a solid Democratic performance — not as great as some Democrats achieve, but still quite good, Sabato said. But Ernst's 25-point lead among men in a competitive U.S. Senate contest "is notable and rare in any state," Sabato said. "Braley either has to build up his margin with women or find some way to appeal to a lot more men, or obviously, he'...
Larry Sabato, director of the University of Virginia Center for Politics, said Grimes’ success in raising lots more in small contributions is partly because Democrats have made greater efforts to identify small donors and make it easier for them to give — through websites like one named Act Blue.“Democrats have become much better at soliciting small contributions than Republicans. It’s one of the GOP’s biggest problems nationally,” Sabato said. “And this is the national race right now, so for Democrats you can really marshal a lot of small gifts from a...
By Jayni Foley Hein and Michael A. Livermore, founding executive director of the Institute for Policy Integrity, and an associate professor of law at the University of Virginia.Framing leasing decisions as now-or-never choices made within a single five-year period will systematically lead to inefficient overexploitation of natural resources. By taking into account the option value of delaying a decision, the government can match the oil industry’s own game and strike the proper balance between efficient levels of offshore development and environmental stewardship.
By Harold A. Gould, visiting professor of South Asian Studies in the Center for South Asian Studies at the University of Virginia in Charlottesville.... India needs to stress the fact that US policies toward Pakistan have done little to deter Pakistan from perpetuating the domestic political and economic policies and environment that subsidize and nourish Islamic radicalism, inhibit secularism and pluralism, and encourage childish anti-Americanism, while simultaneously taking advantage of American strategic naiveté to extort billions of dollars from the US treasury to subsidize a military esta...
