Four Loko, also known as "black out in a can" or "liquid cocaine," has become popular on many campuses. Governor McDonnell says state employees should not expect pay raises now or in next year's budget. McDonnell is drafting amendments to the final year of the current two-year state budget. He made the statement Tuesday during his monthly show on WTOP radio in Washington. McDonnell says persistent revenue weakness collection in a slow economy means he will not ask the General Assembly for state employee pay raises next year. Georgetown University’s chief investment officer will take control of the University of Virginia foundation that manages the school’s $4.6 billion endowment, according to university officials. Lawrence E. Kochard will take over as chief executive officer of the UVa Investment Management Co., said A.
