William "Harvey" Shiflett Jr., a draftsman at the University of Virginia and later superintendent of building and grounds at U.Va.'s Blue Ridge Hospital property, died July 2 in Charlottesville. He was 83. Shiflett worked at U.Va. from 1968 to 1992.
